Professor Kemp has contributed to policy debates on housing allowance reform and private renting for many years. He has been consulted by officials in Britain and overseas and was recently special advisor to the House of Commons Select Committee's Inquiry into the Local Housing Allowance.
Professor Kemp has experience of print and broadcast media, and of briefing journalists. He has worked with the international media, including an interview with China Central Television for a documentary in 2012.
