Bio/Research

Allan Tupper is Professor and Head of the Department. He was educated at Carleton University (BA, DPA and MA) and Queen’s University (PhD). His major teaching and research interests are Canadian Politics and Government, Public Management, Public Policy and Western Canadian politics. He has published extensively on these subjects. His current research interests are the politics of higher education, government ethics and the role of civil servants in ‘Petro States’.

Prior to joining the Department he was Professor of Political Science at the University of Alberta.

Professor Tupper has engaged in extensive public service. He chaired a review of Alberta’s Conflict of Interests Act that led to major reform. He also participated in a recent review of governance for the City of Vancouver and a further commission in Alberta that analyzed the development of Alberta’s ‘agencies, boards and commissions’.

Professor Tupper is a Senior Research Fellow at the Canada School for Public Service. He was also Editor of Canadian Public Administration for two terms between 1997 and 2003, a member of the Canada Research Chairs, College of Assessors and a Canadian member of the United Nations Election Monitoring Delegation for the historic 1994 South African Elections.
