David Carter's research and teaching interests are in international relations, with an emphasis on conflict. More specifically, his research explores the role violent non-state actors such as terrorist and insurgent groups play in international relations, the role of territory in violent conflict, and the use foreign aid as a policy tool, among other topics.
His current projects explore: how violent non-state actors strategically choose tactics in anticipation of government response, how targets of transnational terrorist and insurgent groups apply pressure on host states, the ways in which new international boundaries affect conflict and cooperation between neighboring states, and how domestic political institutions, democratic or authoritarian, influence the incentives of marginalized groups to employ violence. His research has been published in journals such as American Journal of Political Science, International Organization, and Political Analysis.
