Hubbard, who from 2001 until 2003 was chair of the U.S. Council of Economic Advisers under President George W. Bush, has commented often in both scholarly publications as well as mainstream media. He is a specialist in public finance, managerial information and incentive problems in corporate finance, and financial markets and institutions.Hubbard served as deputy assistant secretary of the U.S. Treasury Department for Tax Policy from 1991 to 1993.
