Phillips is a Faculty Fellow in the Department of Political Science, and studies American politics and the political economy with a focus on state and urban politics. His current research analyzes the effects of interjurisdictional competition, electoral outcomes, direct democracy, and budgetary institutions on state tax policy. He has published articles in the American Journal of Political Science, American Politics Research, and Urban Studies.
