Bio/Research

Rocco joined Health Leads after serving for four years as a senior official at the Centers for Medicare & Medicaid Services (CMS) where he helped establish the Center for Medicare & Medicaid Innovation, created to test new payment and service delivery models aimed at improving care, improving health and lowering health care costs.

Prior to federal service, he helped launch and direct the Center for Innovation and Transformational Change at UMass Memorial Health Care, the first enterprise-wide quality initiative based on the principles of Lean management. He is assistant professor of Health Services Research at the University of Massachusetts Medical School and was a 2008-2009 George W. Merck Fellow at the Institute for Healthcare Improvement. He has an Ed.D. in mathematics and science education from University of Massachusetts, Lowell, and completed post-graduate training in clinical effectiveness and biostatistics at the Harvard School of Public Health. He has published more than 50 articles in peer-reviewed journals and received numerous awards, including the 2014 Impact Article of the Year Award from the National Association for Health Care Quality and the 2015 Federal Executive Board Award for Outstanding Creativity and Innovation.
